Carolina Herrin’s story is not one of titles or positions.

It is a story of service—earned through hard work, sacrifice, and a deep commitment to her community.

She came to the United States from Brazil at the age of 13, legally, with a belief in the promise of this country and a willingness to work for it. That belief shaped everything that followed.

Carolina built her life in Utah County, raising her family, serving her community, and stepping forward whenever there was work to be done.

Tested in the Field

Before working in government, Carolina served on the front lines of public safety.

She began her career inside the Utah State Prison, working in one of the most challenging environments in the system. From there, she moved into Adult Probation and Parole, helping individuals rebuild their lives and reenter society.

She went on to serve as a Utah Highway Patrol Trooper, taking on roles in narcotics enforcement, alcohol enforcement, and public safety operations. Her work led her into complex investigations, where she developed a reputation for discipline, precision, and results.

That path ultimately led her to the Utah Attorney General’s Office, where she worked as an undercover agent in major crimes, gang enforcement, and trafficking investigations. She worked alongside federal partners, including ICE and Homeland Security, managing confidential informants and handling sensitive investigations that required both trust and accountability.

Her work earned her multiple statewide awards for performance, leadership, and investigative excellence.

This is where Carolina learned what it means to protect communities.

Understanding Government From the Inside

After years in law enforcement, Carolina brought that same work ethic into public policy and government.

She served as a Senior Policy Advisor to a Utah County Commissioner, working directly with cities, agencies, and residents to solve real problems. She understands how county government operates because she has been in the room where decisions are made.

Today, she serves as Legislative Affairs Director for the Utah Department of Corrections, working with lawmakers, stakeholders, and agencies across the state. She knows how to navigate complex policy, build coalitions, and deliver results.

She has worked on budgets. She has worked on legislation. She understands both the policy and the people behind it.

A Proven Leader in the Republican Party

Carolina’s leadership didn’t happen overnight. It was built over nearly two decades of grassroots involvement.

She started as a delegate in 2006 and worked her way up through nearly every level of party leadership—Precinct Chair, House District Chair, County Vice-Chair, and beyond. She has served on executive and steering committees, helped organize caucuses, and played a key role in party operations at both the county and state level.

She has represented Utah on the national stage as a delegate to the Republican National Convention.

Rooted in Family and Community

That choice reflects who she is.

She understands families. She understands sacrifice. And she understands the balance between opportunity and responsibility.

She and her husband Tom, a longtime Deputy with the Utah County Sheriff’s Office, have been married for nearly three decades. Together, they raised three daughters who have gone on to serve their communities.

Carolina has remained deeply involved at the local level—serving on school boards, community organizations, and civic groups—always focused on strengthening the place she calls home.
