Carolina Herrin has spent her career doing the hard work: in law enforcement, in government, and in this community. Here's what that looks like.
She chose Utah County.
She came to the United States from Brazil at 13, legally, with nothing but a belief in this country and a willingness to work for it.
That belief shaped everything that followed.
Carolina built her life in Utah County. She raised her family here, served her community here, and stepped forward whenever there was work to be done. Utah County isn't where she ended up. It's where she chose to stay.
Front-line public safety experience.
Before policy, before government, Carolina served on the front lines of public safety.
She started inside the Utah State Prison, one of the most demanding environments in the system. From there, she moved into Adult Probation and Parole, helping people rebuild their lives and reenter society.
She went on to serve as a Utah Highway Patrol Trooper, taking on narcotics enforcement, alcohol enforcement, and public safety operations across the state.
That path led her to the Utah Attorney General's Office, where she worked as an undercover agent in major crimes, gang enforcement, and human trafficking investigations, alongside federal partners including ICE and Homeland Security.
She earned multiple statewide awards for performance, leadership, and investigative excellence.
This is where Carolina learned what it means to protect a community.
Ready on day one.
After years in law enforcement, Carolina brought that same work ethic into public policy.
She served as Senior Policy Advisor to a Utah County Commissioner, working directly with cities, agencies, and residents to solve real problems. She understands how county government operates because she's been in the room where decisions are made.
Today, she serves as Legislative Affairs Director for the Utah Department of Corrections, working with lawmakers and agencies across the state. She knows how to navigate complex policy, build coalitions, and deliver results.
She has worked on budgets. She has worked on legislation. She knows both the policy and the people behind it.
There is no learning curve. She is ready on day one.

Carolina and her husband Tom, a longtime Deputy with the Utah County Sheriff's Office, have been married for nearly three decades. Together they raised three daughters who have gone on to serve their own communities.
She understands what families in Utah County are actually dealing with: the cost of living, the pace of growth, the tension between opportunity and the things worth protecting. This isn't abstract for her. It's personal.
